D.1 RWDOC Rule Proposals
ALL PROPOSALS SHOULD BE MADE TO THE RWP PRIOR TO JANUARY TO ALLOW FOR REVIEW AND PROPER ORDERING OF THE CONVERSATIONS.

All RWDOC rule proposals should be made privately to the RWP.  If the proposal is something that is not off the trajectory of the RWDOC’s path, at the RWP's discretion, then the idea will be put up for discussion during the January Owner’s Meeting.  Rule changes will not occur during a playing season that impact the game or playing strategy and will only occur if owner conduct comes into question.   The order in which proposals are raised during the January Owner’s Meeting for discussion is at the discretion of the RWP.


D.2 Discussion of Proposals  
All owners are expected to contribute to the discussion of important club matters.  While periodically not having a strong opinion on a matter is not an issue, continued lack of participation on proposals may lead to an RWP evaluation of the offending owner’s position in the RWDOC.  Debate is expected, but the debate must be kept civil at all times.  It will be at the discretion of the RWP to decide whether a proposal fits the mission of the club and has garnered enough interest to be voted on.  Proposals that go to vote will have their results posted in the discussion and then be locked and documented in the club archives.  


D.3 Voting
The RWP is the only one who may start a vote on a proposed change to the RWDOC .  Every Main League owner MUST vote.  Failure to comply with this will result in owners being fined.

* A proposal must receive 75% (18/24 owners) approval in order to change an existing rule.  

* At the RWP's discretion, a simple majority (13/24 owners) could decide an outcome, such as when there is a vote on a matter not already covered in the existing bylaws or a bylaw that must change.
* At the RWP's discretion, a unanimous verdict must be reached to decide an outcome such as if there was a request to increase yearly dues.  


D.4 Rule Change Disclaimer
If a proposed rule change is approved, it becomes a permanent part of these bylaws and assumes equal status with all other articles of the bylaws.  

If the RWP believes that the approved rule change significantly affects the dynamics of the RWDOC, he has the right to include a delayed implementation of the rule change to be voted upon. The rule change can either be approved with delayed implementation, or not approved at all.

The RWP has the right to enact rule changes for the purposes of the betterment of the club. A minimum of 18 owners must publicly protest such changes for them to be reversed.

While owners in the Futures League are welcome to submit proposals to the RWP, the owners of the Main League will be the only ones voting on RWDOC matters.  The Futures League will not have a separate meeting nor go in a separate direction from the Main League.
