C.1 Team Abandonment
If a RWDOC owner refuses to respond to repeated e-mail messages/phone calls or voluntarily quits the club, that team will be declared abandoned. When a team is abandoned, the following shall occur:

A. The RWP shall announce to the RWDOC that the team has been abandoned.  
B. The RWP shall assume control of the team and a replacement owner shall be found as soon as possible.
C. The new owner will inherit the team's roster and draft position "as is".


C.2 Expulsion from the Club
Removing an owner is a very serious consideration and one that the RWDOC will seek to avoid.  In the event it becomes necessary, the RWDOC may expel an owner.

A. The RWP will determine if an owner needs to be removed and notify the RWDOC owners.  If no other owner publicly states an objection to the removal, then the removal will continue without further incident.
B. If any owner does object to the removal, the removal may be put up for a discussion/vote.  This is at the discretion of the RWP based on details of the situation.
C. If an owner is removed from the RWDOC, the RWP shall assume control of the team and a replacement owner shall be found as soon as possible.
D. The new owner will inherit the team's roster and draft position "as is".

***Reasons for expulsion are failure to pay for club fees or penalties, team abandonment, cheating of any sort, collusion between franchises, failure to fulfill the expectations of owners, or anything deemed detrimental to the RWDOC by the RWP.


C.3 Promotions (January 2021)
When an opening occurs in the Main League, the RWP will give the Main League owners a deadline to NOMINATE via email a Futures League owner they believe should be considered for promotion.  Main League owners will NOT be required to nominate someone.

If there are only two nominees, a head to head vote will be held with the nominee receiving the most votes being accepted as the owner.

If there are three or more nominees, a vote will be held.  If a nominee receives 75% of the votes, that candidate will receive the promotion.  If that does not happen, the two nominees receiving the most votes will advance and a new vote will occur. The nominee with the most votes in this round will receive the promotion.

Any ties would be broken by the RWP.


C.4 Franchise Swaps (January 2023)
If two owners within the same league agree to switch franchises, they may email the RWP to make a formal request.  The RWP would in turn, notify the entire league of the request so objections can be emailed to the RWP so as to not start drama on the forum.  In order for a swap to be carried out:
A. Must be approved by the RWP.
B. The change can only happen in January.
C. Neither owner can be PINK at the time.
D. Neither owner will take anything with them besides their Team Name and colors.
E. A fee of $25/owner will be paid to the RWP for the work of making these changes.
F. Owners must be in the league for 5 years and placement will stand for a minimum of 10 years.


C.5 Vacant Team Protocol
A. If a vacancy is created in a league, the RWP will set a deadline for owners within that league to request a franchise swap. Any franchise swap business will be carried out before moving onto next steps.  See Bylaw C.4 for requirements for franchise swaps. (January 2024)

B. If there is one vacant team, it will be awarded to the Futures League owner promoted through our process (See Bylaw C.3).  If the opening is in the Futures League, the next qualified owner will be awarded the team. Franchise will be awarded AS IS.

C. If there is one vacant team in each conference, the first Futures League owner promoted through our process (See Bylaw C.3) will be offered their choice of franchise. The second Futures League owner promoted through our process (See Bylaw C.3) will be offered the other franchise. The same dynamic will occur for the Futures League based on qualified owners. Franchises will be awarded AS IS.

D. If there are multiple teams vacant within the same conference, their assets will be pooled and the incoming owners will participate in a serpentine draft to acquire ALL of those assets.  This draft will take place on our forum and specific details will be spelled out by the RWP when necessary.

1. Assets included in the dispersal draft
A. All players with their present contract
B. All specific draft picks for the upcoming draft
C. All draft picks in future years (unless all involved franchises have their full complement of that year’s picks intact and undisturbed)
D. Warbucks (the combined WBs will be split up into packages at the discretion of the RWP based on the total available, likely in 10, 20, or 30 count packages)

2. Determining dispersal draft order and division placement
Once it is determined that there is a situation that requires a vacant team draft, owners (in the order of promotion to owner status) will have their choice between:
A. position in the vacant team draft
B. which franchise and subsequent division they want (taking into account divisional opponents, future draft picks, and whatever else)

If there are more than two owners involved in this process, the RWP will inform everyone of additional steps needed if necessary.

3. Additional notes
1. This draft will continue until all assets are drafted.  Participants are responsible for ensuring their team is compliant with contract cap rules, which should be easy since this process will likely take place after contracts have been rolled back and before the draft.  If a franchise exceeds their team contract cap (years), they will be subject to normal rules governing said violation.
2. There will be no trading for involved franchises for the duration of the drafting process.
3. When the dispersal draft concludes, all involved franchises will then be given their yearly allotment of WBs unless the process is being done after the annual rookie/free agent draft.  Dispersal drafts taking place after the annual rookie/free agent draft will have all WBs (including yearly allotments) included in the process.
4. If there is one vacant team in one conference and multiple vacant teams in the other conference, the first approved owner will have the choice to take the one team “as is”  or participate in the dispersal draft on the other side.  If they select to participate in the dispersal draft, the next approved owner will have their choice and so on.
5. When a Futures League owner is promoted to the Main League, they will be giving up their Futures League team when a replacement owner can be located.  This will be done at the discretion of the RWP based on availability of a replacement owner.
